The Shell IEP contains only basic information and details that were transferred from the last active IEP in IIEP. It is important to note that not all information transferred into the Shell IEP and some data may be inaccurate.
The Shell IEP may contain the goal title, annual goal statement, and the method for progress monitoring, but it does not include any information about the progress monitoring approach (i.e. single point, rubric, collection of indicators, or descriptive). To ensure accuracy with the goal and transference of data it may be helpful to have a copy of the student's previous IEP on hand which will contain all details.
Navigate to the student in which you want to progress monitor. Open the student's "Documents" and select the IEP with the label "Shell IEP". Once the Shell IEP opens, hover over "Cover Page" and select "Progress Report" from the menu.
Select the goal you want to progress monitor first by selecting the goal from the drop-down menu. Next, ensure you are in edit mode by clicking "Edit this Section".
Locate the "Progress Report Information" Section and the "General Comments" text field. In the "General Comments" section document enter the Grading Period (i.e. End of Quarter 1), document all data points collected and the corresponding date (i.e. 9/23/2025).
Once you have entered all data, select "Save, Continue Editing" and then "Cancel, Editing" or "Save, Done Editing" to return to the main Progress Report page. Repeat this progress for all goals located in the drop-down menu.
"Create PDF" by hovering over "Print" and selecting what you would prefer. Send all progress reports to the family.
Document how progress reports were sent to the family by hovering over "Navigate To..." and selecting "Events For This Document" from the drop-down menu. Select, "Add Event For This Document" and entire a brief statement of how and when progress reports were sent home. Click, "Accept" to save.
At any point during the duration of the "Shell IEP", you can capture data in this section by following the same progress.
Digital signatures are not available when sending home progress reports. The system will allow you to select "Submit for Digital Signature", but you will receive an error message.
Only descriptive documentation is available. Graphs will not appear, even for goals that were written for Single Point monitoring. It may be helpful to copy and paste the rubric or collection of indicators into the general comments box to organize your data and clearly outline student progress.
Navigate to the student in which you want to progress monitor. Open the student's "Documents" and select the IEP with the label "*Active* Final IEP". Once the IEP opens, hover over "Cover Page" and select "Progress Report" from the menu. You will now be in edit mode for the first goal listed for the student.
On the Progress Report screen you will notice that you are not in edit mode. On this screen you will be able to scroll down to "Progress Report Information" and input data if it is a goal written for Single Point Monitoring.
If select, "Edit This Section", the General Comments text field will be available to input text. This would previously have been the "Fidelity Notes" in IIEP.
If the goal is written for a Rubric, Collection of Indicators, or Descriptive Documentation, select, "Edit This Section" for the General Comments text field to populate.
If the goal was written for single point you will be able to scroll down to the "Progress Report Information" section and enter the "Strategy/ Intervention Label" for the initial data point or if/when you change the strategy or intervention used. Enter the "Score", "Date", and select "Save" (in green).
The graph will populate just below the section where you entered the data.
Scroll to the top and select, "Edit This Section". This will allow you to add notes in the "General Comments" section. Previously, this would have been the fidelity notes in IIEP. Select, "Save, Done Editing" to return to the progress monitoring page.

On the menu that states "Enter Label/Comment", write in the title of the goal you are progress monitoring. Note: You will be creating a Legacy Progress on Goal Report for each individual goal. Click, "New".
Next, enter all information into the required (red boxes) using the information from the student's currently active IEP.
Required text fields:
Goal Title
Goal Description (copy and paste the annual goal statement here.)
Goal Beginning Date
Goal End Date
Select, Yes/No for ESY.
Optional text fields sample verbiage:
Annual Goal Statement: "See goal description above."
Objectives: "See previous IEP."
Method/Instrumentation for Measuring Progress: "See previous IEP."
Once all information has been entered into the red sections, select, "Save, Done Editing", or "Save, Continuing Editing" and then select "Cancel Editing" to return to the main page. Next, select, "Edit This Section" to report progress on the goal.
Scroll to the bottom of the page, enter the "Date" and "Teacher". In the narrative text field, document all collected data points with the corresponding date. (i.e. 50% accuracy on 2/3 attempts 9/10/25). You have the ability to enter all data points at the end of the grading period at one time, or to enter each data point as they are collected.
Click, "Save, Done Editing" or "Save, Continue Editing" and then "Cancel Editing" to return to the main page. Click on the Student's Name/ID Number to leave the current page and return to the student's documents.
You will complete a separate report for each goal the student currently has.
Once you have entered all data, select "Save, Continue Editing" and then "Cancel, Editing" or "Save, Done Editing" to return to the main Progress Report page.

Keep the Document Status in "Review". This will allow you to continue add in additional data points until the ACR has been held or a new IEP has been created in Powerschool Special Programs. If you change the status to "Final" you will no longer be able to edit the Legacy Goal Progress Report. Once an ACR or IEP meeting has been held and an IEP has been written in PSSP, change the status to "Final".
Repeat this process for every goal the student currently has.
Be sure to label each report created with the Title of the Goal, so you know which goal is which.
Copy and Paste all Objectives/Benchmarks, Rubrics, or Collection of Indicators over from the previous IEP created in IIEP.
If you do not see "Progress Report" under the Other Sections when hovering over, "Cover Page". Check to see if the IEP/SP is in Review Status. If it is in Review Status, hover over "Set Document" and choose "Sections" from the drop-down menu. This will allow you to select, "Progress Report".
Note: As of September 29th, the system is automatically creating a Progress Report page even if you do not select that option when creating a new IEP/SP.
If you are unable to add the section due to it being in Final Status, you will need to follow the process for completing a Revise Without A Meeting to generate a new IEP and include the Progress Report Section.
In the top menu, hover over "Reporting" and from the drop down menu select "Standard Reports". On the next screen in the "Search" field type, "Progress Monitor". Select the report, "Progress Monitor SGSC/NGSC/EGSC".
Hover over, "More" and select "Bulk-Print Selected Documents".
Mark the checkbox beside each student's report you want to include and then select, "Bulk-Print Student Documents Checked Below...".
On the next screen, Click the checkbox beside "Progress Report" and then click, "Ok". Your report will generate on a new screen and you will be able to "Print".
